<p>El lunes el demócrata de 82 años entregará las llaves de la Casa Blanca al republicano, su predecesor y ahora sucesor.</p>
<p>Se irá preocupado. En un discurso de despedida advirtió a sus compatriotas que se está gestando en el país una &#8220;oligarquía&#8221; con &#8220;una riqueza, poder e influencia extremas&#8221; que &#8220;amenaza&#8221; la democracia.</p>
<p><strong>&#8220;Ahora les toca a ustedes montar guardia&#8221;, les dijo, en alusión a los magnates tecnológicos que arropan a Trump, sobre todo el hombre más rico del mundo, Elon Musk.</strong></p>
<p>Lo dice un hombre que se describe como amigo de los obreros y pide subir los impuestos a los ultrarricos.</p>
<p>El 46º presidente de Estados Unidos ha frenado la pandemia, reactivado la economía y renovado las alianzas internacionales. Ha puesto en marcha enormes proyectos de transición energética, reindustrialización e infraestructuras, dejando a su sucesor una economía fuerte.</p>
<p>Pero la retirada caótica de Afganistán en 2021 asestó un duro golpe a su imagen que se acentuó más tarde cuando la inflación se disparó.</p>
<p>Ni su respuesta a la invasión rusa de Ucrania, ni su apoyo incondicional a Israel en la guerra de Gaza han logrado corregir la impresión de debilidad proyectada por el octogenario.</p>
<h2>Biden: salvar &#8220;el alma&#8221;</h2>
<p>Él dice ser consciente de que &#8220;llevará tiempo sentir el impacto&#8221; de su legado. &#8220;Pero las semillas están plantadas&#8221;.</p>

<p>Joe Biden entró en política durante la guerra de Vietnam, que marcó a toda una generación pero que en él no dejó huella. Como estudiante de derecho, se libró de participar en los combates.</p>

<p><strong>“This initiative is about betting on America, about believing in America, about believing in the American people,”</strong> Biden said last week at the New Jersey Transit Meadowlands Maintenance Complex in Kearny.</p>
<p>President Joe Biden, nearing final agreement on two federal spending projects urged Congress to finish the job. “<strong>If you look at the history of the journey of this nation, what becomes clear is this: Given half a chance, the American people have never, ever, ever let their country down,”</strong> the Democratic president said. <strong>“So let’s get this done. Let’s move.”</strong></p>
<p><strong>As reported by nj.com, the President announced the cons</strong>truction of the new Portal Bridge over the Hackensack River. And he talked about finally building the Gateway Tunnel under the Hudson River, which would expand train traffic and allow the existing tubes to be closed to repair the damage caused by Hurricane Sandy.</p>

<p>“We’re talking about a $30 billion investment in major projects like the Hudson River Gateway tunnels and the Portal Bridge, which it feeds into,” Biden said.</p>

<h4><strong>Several projects</strong></h4>
<p><strong>Biden called for passage of both his $1 trillion bipartisan infrastructure bill and separate legislation to address climate change, expand health coverage, reduce prescription drug costs, increase funding for child care and provide preschool for all 3- and 4-year-olds.</strong></p>
<p>“For most of the 20th century, we led the world by a significant margin because we invested in ourselves, we invested in our people, not only in our roads and our highways and our bridges, but in our people, in our families,” Biden said.</p>
<h4><strong>The importance of Portal Bridge</strong></h4>
<p>Gov. Phil Murphy opened the event where the projects for the Garden State were announced an talked about the importance of replacing the Portal Bridge. “For upwards of 200,000 daily riders, whether they be on Amtrak or NJ Transit, the approach to the Portal Bridge often comes with a crossing of fingers, a deep breath, and maybe short prayer that the span will be operational and allow the train to cross,” Murphy said.</p>
<p><strong>The infrastructure bill includes at least $12.3 billion for New Jersey, plus billions more that could be tapped to help fund the Gateway Tunnel.</strong></p>

<p>The legislation also includes new funding for Superfund by restoring the tax on imported oil. New Jersey has more Superfund sites than any other state.</p>
<p>Biden touted the preschool funding in the second bill earlier in the day as he visited a pair of preschool classes at East End Elementary School in North Plainfield. Biden also discussed the preschool proposal in his speech. <strong>“The earlier our children can learn, the better for them, their families and our nation,” Biden said.</strong></p>
<p>According to Ed Potosnak, Executive Director of the New Jersey League of Conservation Voters, the climate change provisions in the bill especially could be beneficial to New Jersey with its projects to build offshore wind farms.</p>

										<content:encoded><![CDATA[<p><strong>Governor Phil Murphy’s Interagency Council on Climate Resilience released the final version of the state’s first Climate Change Resiliency Strategy. Murphy’s administration presented a science-based blueprint for protecting New Jersey’s vulnerable communities, environment, economy, and infrastructure from the impacts of climate change.</strong></p>
<p>According to a press release from the New Jersey official website, the plan defines six-state priorities to lead state and local government climate action. It includes over 100 recommendations to reinforce New Jersey against climate impacts such as sea-level rise, chronic flooding, rising temperatures, and more frequent and intense storm events.</p>
<p>Murphy referred to the recent impact of storm Ida as an example of the type of natural disaster the state would face in the future<em>. </em><strong>“Climate change is the single greatest long-term threat facing humanity, and as Tropical Storm Ida made painfully clear in September, New Jersey’s climate change risks are already manifesting across the state.”</strong></p>

<h4><strong>Six priorities</strong></h4>
<p>The statewide Climate Change Resilience Strategy’s priorities are the following:</p>
<ul>
<li>Build Resilient and Healthy Communities</li>
<li>Strengthen the Resilience of New Jersey’s Ecosystems</li>
<li>Promote Coordinated Governance</li>
<li>Invest in Information and Increase Public Understanding</li>
<li>Expand Resilience Funding and Financing</li>
<li>Coastal Resilience Plan.</li>
</ul>
<p>As a framework for policy, regulatory, and operational changes, the Resilience Strategy presents actions that New Jersey’s Executive Branch can take to support communities.</p>

<p>The plan was developed over the last two years by Governor Murphy’s Interagency Council on Climate Resilience, which is comprised of 17 state agencies and charged with developing short- and long-term action projects to promote the mitigation, adaptation, and resilience of New Jersey against climate change.</p>
<p><strong>In addition to the strategy document, the Murphy Administration has also developed a suite of other reports about responding to the effects of global warming. These are the Energy Master Plan, Scientific Report on Climate Change and Global Warming Response Act.</strong></p>

<p>The plan, which was first released for public review and comment on Earth Day, will be a working document supported by a continued robust public engagement process to address the ongoing climate threats to New Jersey.</p>
<h4><strong>Immense challenges</strong></h4>
<p>Lt. Governor Sheila Oliver, who serves as Commissioner of the New Jersey Department of Community Affairs expressed her support for the initiative and her commitment to establish the strategies proposed.<strong> “I am committed to working with Governor Murphy to put this strategy into action across state government to make New Jersey’s communities more resilient against climate change.”</strong></p>
<p><em>“The challenges posed by climate change are immense and, at times, overwhelming, but our Climate Change Resiliency Strategy gives us a path forward to building stronger communities and a stronger state,”</em> Oliver added.</p>
<p>At least 45 people died nationwide in Ida, most of them concentrated in New Jersey and New York.</p>

<p style="text-align: justify;">Vestidas como personajes de la serie de televisión &#8220;The Handmaid&#8217;s Tale&#8221; (Los cuentos de la criada, en español), con capas rojas cubriendo casi la totalidad de sus cuerpos y gorras en sus cabezas, un grupo de mujeres hicieron una llamativa protesta frente a un hotel en Philadelphia donde el vicepresidente Mike Pence estuvo el martes participando en una actividad para recaudar fondos para la campaña republicana y apoyar a un candidato conservador al Senado estatal que se presenta a las elecciones de mitad de año.</p>
<p style="text-align: justify;">Las principales organizadoras de la protesta dijeron en una declaración en su sitio web que planeaban saludar al vicepresidente con &#8220;una representación visual de las mujeres totalmente despojadas de sus derechos y de su humanidad&#8221;.</p>

<p style="text-align: justify;">&#8220;The Handmaid&#8217;s Tale&#8221;, una novela escrita por Margaret Atwood, plantea la visión apocalíptica de un mundo en el que un estado totalitario recluta a las mujeres fértiles para que sean &#8220;siervas&#8221; de familias poderosas, y den a luz a sus hijos para un bien superior.</p>

<p style="text-align: justify;">Pence, exgobernador de Indiana y vehemente opositor al aborto, ha presionado al Congreso para que corten el financiamiento a Planned Parenthood, que proporciona anticonceptivos, exámenes de salud y abortos.</p>
<p style="text-align: justify;">El vicepresidente en su visita a Filadelfia promovió los recortes de impuestos y la candidatura a la reelección de Lou Barletta, quien ha expresado su defensa al ICE y sus esfuerzos para prevenir la afluencia de crimen, drogas ilegales y tráfico de personas.</p>
<p style="text-align: justify;">La protesta expresó además su preocupación por la mayoría conservadora que se crearía en la Corte Suprema de Estados Unidos si el juez Brett Kavanaugh, nominado por Trump, ocupa el escaño que deja el magistrado Anthony Kennedy, refirió un medio local.</p>
<p style="text-align: justify;">En un comunicado de prensa, Refuse Fascism Philly declaró que &#8220;si es confirmado, (Kavanaugh) destripará los derechos de voto y la separación de poderes, y despojará a las mujeres y a las niñas del derecho al aborto y al control de la natalidad&#8221;.</p>
