The emergency disaster declaration was originally signed last year in March, after confirmation of the first cases of coronavirus in the state. That disaster order expired May 20.

“COVID-19 vaccinations have increased dramatically in recent weeks and we are making significant progress in the fight to stop the spread of COVID-19,” Wolf said in a statement. “As previously announced, we are lifting all mitigation measures on Memorial Day, but we need just a little more time under this current disaster declaration to ensure that we do not risk valuable resources that will help Pennsylvania recover from the pandemic.”

The Governor underlined the importance of ensuring access to the COVID-19 vaccine. “The disaster declaration allows more medical professionals to administer vaccines, ensures families harmed financially by the pandemic have access to healthy food through SNAP benefits and ensures Pennsylvania counties and businesses remain eligible for federal disaster recovery dollars.”

Adjust mitigation orders

As reported by wtae.com, Wolf also pointed out the monitoring all the elements involved in the fight against the pandemic. “We will continue to monitor vaccination rates and adjust mitigation orders accordingly. I have been in touch with the general assembly regarding this extension, and we will continue to collaborate on the future of this disaster declaration and any future declarations that become necessary to help Pennsylvanians in the midst of an emergency.”

In Tuesday’s primary, Pennsylvania voters approved constitutional amendments to curb the governor’s emergency powers. The constitutional amendments take effect after the state certifies the election result, possibly in early June.

The governor has said the measures he has taken to curb COVID-19 infections, including the disaster declarations have been aimed at protecting the public in an unprecedented crisis.

As reported by Telemundo62, the official said that everything depends on the distribution of immunization nationwide and that if everything goes as promised by the federal government the tentative vaccination schedule will be as follows: Phase 1B until the end of April, phase 1C until the end of May and all citizens by the end of July.

Farley pointed out that although it is not a formal estimate, it provides the hopeful expectation of reaching as many people as possible. However, he stressed that it is not know how the distribution of the doses of the approved vaccine will vary and whether there will be vaccines from other approved companies.

The weekly dispensing for Philadelphia is as follows:

• 10,700 from Pfizer
• 15,600 from Moderna
• 4,900 for clinics at Rite Aid and Shoprite

Hostile weather

Commissioner Farley added that the delivery of the supplies could be affected by weather conditions, still the supplies are increasing. Health officials have been notified that they will receive at least that much in the next three weeks.

Starting the week of February 22, vaccines will be provided for teachers and staff in the School District of Philadelphia through a partnership with the Children’s Hospital of Philadelphia. Immunization clinics will also be opened at Walmart and Acme. These doses are limited to people 75 years old and over or with pre-existing conditions. You cannot go without an appointment or invitation.

“We will certainly not have all of those teachers vaccinated by then, but I don’t think reopening the schools should depend on that. We are going to see how soon we can get teachers started. So it’s quite possible we could have some to start by then,” the commissioner said Tuesday.

As stated in a report by Chalkbeat, the school district confirmed that it would advocate for early-grade teachers to get vaccine priority. Prekindergarten to second grade teachers are slated to return to school buildings on Monday. Students in those grades whose families opted for in-person learning are slated to return to school buildings as of February 22.

Last month city officials said l they anticipated teachers would get access to the vaccine beginning on January 25. However, Farley cautioned that the city has a limited number of doses and a large number of people who qualify for vaccination during Phase 1B of the city’s plan.

Frontline workers

Educators are considered frontline workers but currently must wait until others in the 1B group, such as first responders, corrections employees, transit workers, and those working with vulnerable populations, receive vaccines.

“When schools follow guidelines, the risk of spread will be low,” Farley said. “So yes, I’m confident we can do this safely and I think it’s very important for the teachers to come back even if they don’t have a vaccine by the time they are to come back.”

While teachers and school leaders are not yet eligible for the vaccine, school nurses, like other health care workers, have been able to sign up for weeks. The district and the city’s health department held a vaccine clinic for school nurses two weeks ago.

Philadelphia-based Inovio Pharmaceuticals along with the University of Pennsylvania’s research facility and the Winstar Institute, says that there are reasons to be confident about the results they have obtained so far.

“We immediately started testing the vaccine in the laboratory. And we’re quite confident about the results that we’ve seen,” Dr. Kate Broderick, senior vice president, R&D at Inovio Pharmaceuticals.

Broderick said that human testing is a very important phase of the process and in the circumstances of the pandemic the work has been done in a very short time.

“We treated three people last week. But getting our vaccine into human beings is a huge step. But we did that in 83 days, which certainly in my career is absolutely an unprecedented level of speed.”

One of the difficulties that the research team has faced is the lack of knowledge about the variations in the virus behavior.

“In some patients, it looks like people who had the disease but now recovered have kind of these sort of low antibodies levels, but we don’t know if that’s a consistent result across everybody that’s contracted the virus so far,” she says. “So, we need to learn more about how the virus affects people and how people are affected by that infection before we can see too much about how that impacts vaccine design.”

According to Broderick, much remains to be discovered about these cases of recovered persons

“What we don’t know is that they contract the virus for a second time, which obviously would be very unlucky, but possible. Or is it just that they haven’t fully recovered the first time around? So that’s really what we’re learning as we speak and as we move forward. And that’s what kind of makes treating this virus very difficult because there’s still so much we don’t understand about it.”

Approximately 40 people will be tested during the initial phase at locations in Kansas City and the University of Pennsylvania. Final results from the tests are expected by the summer.

Phase one is supposed to be normal, healthy people. And in this case, they have not, as far as we know, they have not been infected with COVID-19,” Dr. David Weiner, of the Wistar Institute. “The first study is really just safety and tolerability in relatively low-risk people just to make sure the vaccine by itself, how well it’s tolerated by people.”

This part of the study would be followed by phase two, in which the at-risk population is tested.

“Phase two is really where you start to test out larger numbers and efficacy. And Inovio has already produced enough dosing for that several thousand doses in there because that process is so robust to get through that study as well. So, that’s clearly on their radar.”

Weiner, said that an emergency authorization could be enacted in order to assure a fast distribution of the elaborated vaccine.
