										<content:encoded><![CDATA[<p>Pensando en el bienestar de la comunidad, una discusión de la ciudad de Philadelphia sobre la nueva ubicación del Police Assisted Diversion (PAD) en el edificio de Marakey, ubicado en 265 E. Lehigh Ave., se llevará a cabo este jueves 18 de abril.</p>
<p><strong>El Police Assisted Diversion es una colaboración entre agentes de la policía, proveedores de servicios y residentes de la comunidad que adopta un enfoque en la salud para la aplicación de la ley</strong></p>
<p>La actividad se desarrollará en Somerset Villas 200 E. Somerset Street Philadelphia Pa 19125, de 6: 00 pm a 7: 00 pm, sin embargo, las puertas estarán abiertas desde las 5: 30 pm.</p>
<p>Esta nutrida discusión se realizará gracias al apoyo de la ciudad de Philadelphia y</p>

										<content:encoded><![CDATA[<p>Soccer spirits are high in the City of Brotherly love since FIFA selected Philadelphia as one of the 11 cities in the United States to host World Cup matches in 2026. Now, all eyes are on Philadelphia as the city prepares to bring one of the world&#8217;s largest sporting events to the country&#8217;s most passionate fanbase.</p>
<p><strong>With 2026 right around the corner, soccer excitement is at an all-time high in Philadelphia, most notably in some of the city’s most underserved neighborhoods.</strong></p>
<p>Mayor Jim Kenney and his administration are working to move the needle to create a more equitable landscape across Philadelphia by investing in the city and its unique communities. To build trust with residents, the Kenney administration created the program Rebuild, a historic investment of more than $500 million in neighborhood parks, recreation centers and libraries across Philadelphia.</p>
<p>As a part of the mayor’s first budget focused on building equity, Rebuild promises to acknowledge local history, engage with the community, invest intentionally, uplift pivotal community spaces, empower neighborhoods, and promote economic opportunity through diversity and inclusion.</p>

<h2><strong>¿But how does this tie into soccer?</strong></h2>
<p>Through the Rebuild program, a transformational partnership between the City, the Philadelphia Union Foundation and Eastern Pennsylvania Youth Soccer Association (EPYSA) formed to expand the impact of Rebuild’s investments and bring the game of soccer to all pockets of the city for both youth and adults.</p>
<p><strong>With a combined $1 million commitment from the Union and EPYSA, the tri-partnership is now allowing Rebuild to build 15 mini soccer pitches and two full-size signature fields across Philadelphia, further nurturing Philadelphia’s great appreciation for soccer.</strong></p>
<p>To date, six mini pitch fields have been built across five site locations including Francis J. Myers Recreation Center, Capitolo Playground, Fotterall Square Park, Frank Glavin Playground and Gifford Playground.</p>
<p>These fields are giving children and adults the opportunity to build community. Children and families from all different backgrounds and nationalities can join together as strangers and walk away as friends because of their love for fútbol.</p>

<p>“Having a nice field is important for our kids and our community because every afternoon and weekend we are out here having fun, playing and it’s somewhere safe for us to play soccer,” said Luis Urbine, commissioner of Club Deportivo Los Lobos. “By fixing these fields it has brought a lot of new excitement.”</p>
<p>Club Deportivo Los Lobos, who plays at Capitolo fields in South Philadelphia, is home to nearly 200 youth soccer players. Their former field was dusty and dry with limited grass. Because of Rebuild, they now have the field they need, and deserve, to excel in the sport.</p>
<p>“We are so excited to open these mini pitches alongside our partners, the City of Philadelphia and Eastern PA Youth Soccer,” said Paul Howard, Executive Director, Philadelphia Union Foundation. “With each mini pitch, we are providing a safe space for a new generation of young soccer fans to fall in love with the game.”</p>

<p>Fotterall Square in North Philadelphia is home to soccer club AC Fairhill, and now, youth have a brand-new facility for matches. Prior to Rebuild, Fotterall Square Park had not been renovated for more than half a century. Kira Strong, Executive Director of Rebuild, knows firsthand how impactful these updates will be on generations to come.</p>
<p><strong>“Fotterall Square Park has been a staple in this community for 56 years, and now this site can proudly carry on its legacy,” said Strong. “Thank you to the Fotterall community advocates who helped us restore this park, your partnership was essential to this renovation.”</strong></p>
<p>With half of Rebuild’s mini soccer pitches complete, the remaining sites will be under construction in 2024, impacting thousands more across Philadelphia.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Una joven proveniente de <strong>Colombia</strong> es desde hace poco más de un año la directora adjunta de comunicaciones de la oficina del alcalde de Filadelfia, Jim Kenney. Se trata de Joy Huertas, una bogotana de 29 años que llegó a Estados Unidos hace 12 años para perfeccionar su inglés y que <strong>ha aprovechado cada oportunidad</strong> desde su llegada a suelo norteamericano.</p>
<p style="text-align: justify;">Huertas compartió con <strong>El Sol Latino</strong> detalles de su vida, sus vivencias en EE. UU., además de los retos y aprendizajes dentro de la alcaldía de Philly.</p>
<p style="text-align: justify;">“Joy Huertas es una mujer líder, y con un corazón (orientado) a servir, a ayudar a las personas. Una persona que entiende la trayectoria del inmigrante, del latino, del hispano en EE. UU.”, se describió a sí misma.</p>
<p style="text-align: justify;">Huertas llegó a EE. UU. por primera vez a <strong>estudiar inglés</strong>. Su plan original era regresar a <strong>Bogotá</strong> luego de unos meses, sin embargo, el destino tenía otros planes. “Estando en Colombia me enteré que me habían otorgado una beca para estudiar en Estados Unidos y hacer pregrado”.</p>
<h4 style="text-align: justify;"><strong>Un milagro</strong></h4>
<p style="text-align: justify;">Lo mágico de la beca de Huertas es que no fue ella quien se postuló directamente. Obtuvo una beca para estudiar periodismo televisivo en la <a href="https://liberty.edu" target="_blank" rel="noopener">Liberty University</a> gracias a las gestiones de la que fue su profesora de inglés meses atrás.</p>
<p style="text-align: justify;">“Ya ella me había preguntado si me quería quedar. Yo le dije que sí, obviamente. Era la típica universidad gringa con el campus, los dormitorios, el equipo de fútbol americano. Era como el sueño americano para mí”, dijo. “Durante el tiempo que estuve en Colombia ella habló, y en esa época le daban una beca. Querían traer más estudiantes internacionales y le daban una beca a una persona por país”.</p>
<p style="text-align: justify;">Tuvo la fortuna de que no había nadie de Colombia en el programa y le ofrecieron una beca que inclusive le permitió trabajar. La profesora que la ayudó, quien terminó siendo su jefa, le confesó en algún momento que su esposo era colombiano. “Ahí tuvimos nuestro momento de <em>bonding</em> y pues, se fueron dando las cosas, fue de verdad muy lindo todo”, recordó.</p>

<p style="text-align: justify;">Luego de estudiar, enseñar cómo hacer presentaciones orales y obtener una maestría (también de la Liberty University), <strong>Joy Huertas</strong> ingresó a <a href="https://www.esperanza.us/" target="_blank" rel="noopener">Esperanza</a>, una organización que se ha encargado durante más de 30 años de empoderar a los habitantes de Hunting Park (al norte de Philly) para salir de la pobreza a través de programas que cultivan la confianza en sí mismos, la determinación y la adquisición de conocimientos.</p>
<p style="text-align: justify;">“El paso por Esperanza fue de mucho crecimiento, yo no sería la persona que soy ahora si no hubiera sido por ese tiempo ahí, reconoció Huertas.</p>
<p style="text-align: justify;">Su función en Esperanza era la de <strong>asociada de marketing</strong>. Manejaba las redes sociales, vídeos, fotografía y las comunicaciones en general.</p>
<p style="text-align: justify;">“En una oportunidad ellos hacían un evento súper grande en Washington con líderes de fe de todas partes del país, traían políticos tanto republicanos como demócratas. Ese año tuvimos a <strong>Nancy Pelosi</strong>, al <strong>speaker (Paul) Ryan</strong>, a (VP de aquel entonces) <strong>Mike Pence</strong>, y todas las comunicaciones de ese evento del marketing cayeron sobre mí, era como mi responsabilidad”, indicó. “Después de ese trabajo ellos me promovieron como gerente”.</p>
<p style="text-align: justify;">Luego de su paso por Esperanza, se le dio la oportunidad a Huertas de ingresar como trabajadora en la mismísima Ciudad de Filadelfia, bajo la administración de Jim Kenney. Eso sí, con un pequeñísimo agravante: la pandemia del COVID-19.</p>
<p style="text-align: justify;">“Nunca me imaginé que iba a haber una pandemia, que íbamos a tener que comunicar en español a toda la comunidad de Filadelfia (…) asegurarnos que fueran traducidas en español, que tuvieran un traductor porque no toda la gente entiende”, dijo Huertas.</p>
<p style="text-align: justify;">Joy Huertas entró al equipo de la alcaldía como gerente de comunicaciones para movilidad, y la iniciativa más importante a su cargo fue <strong>Visión Cero</strong>. “Fue muy <em>chévere</em> (bueno) hacer comunicaciones para Visión Cero y todavía es parte de mi portafolio para poder comunicar a las personas la importancia de reducir la velocidad, de manejar con cuidado, este tipo de medidas que son súper importantes”, aseveró la joven bogotana.</p>

<h4 style="text-align: justify;"><strong>El cambio a directora adjunta de comunicaciones</strong></h4>
<p style="text-align: justify;">Durante la pandemia, algo que notaron desde la <strong>alcaldía de Filadelfia</strong> fue que en la ciudad eran pocas las personas que hablaban español.</p>
<p style="text-align: justify;">“El equipo de prensa, del que ahora soy parte, se conectó conmigo para que yo los ayudara a traducir, y esto fue una época en la que solamente los trabajadores esenciales podían trabajar”, explicó</p>
<p style="text-align: justify;">Durante ese tiempo, Huertas conoció al equipo y en octubre se abrió una vacante. “La primera persona en la que pensaron para aplicar fue en mí y fue un proceso muy competitivo”, dijo Huertas. “Yo por mucho que yo estudié acá no fui a <strong>Harvard</strong>, no fui a <strong>Penn University</strong>, entonces uno va con mucha humildad. Pero sí sentía que era la posición para mí, que lo podía hacer bien”.</p>
<p style="text-align: justify;">Rápidamente Huertas se dio cuenta de que había sido la decisión correcta, a pesar de que es un trabajo 24/7. “Se nos permite dormir de vez en cuando (risas), el resto es hacer lo mejor que podamos”.</p>
<p style="text-align: justify;">Por último, Joy Huertas confesó para <strong>El Sol Latino</strong> que sentía una responsabilidad muy grande por representar dignamente a la comunidad hispana y a la mujer latinoamericana. <h4><strong>Huertas fuera del ámbito laboral</strong></h4>
<p style="text-align: justify;">Joy Huertas es una chica de contrastes: <strong>muy social pero con sus momentos introvertidos</strong> según su propia visión. Le encanta <strong>explorar Filadelfia y el mundo</strong>, además de leer, dedicarle tiempo a sus amigos e ir a conciertos, siempre y cuando su trabajo se lo permite.</p>
<p style="text-align: justify;">Durante la pandemia, Joy se animó a practicar deportes, a tal punto que hubo uno en particular que la atrapó. &#8220;Empecé a correr y le cogí mucho el gusto&#8221;, confesó para <strong>El Sol Latino.</strong> &#8220;Pero también soy consciente que necesito recargar energías porque el trabajo en la alcaldía es muy demandante. Me encanta ver una buena película y leer un libro, al año leo unas cinco novelas&#8221;.</p>
<h4><strong>El futuro para Joy Huertas</strong></h4>
<p style="text-align: justify;">La joven bogotana aspira, a mediano plazo, seguir facilitando el acceso a los medios de comunicación hispanos de la información y servicios de la alcaldía. &#8220;Me veo como un puente entre la Administración y los residentes hispanos, y me encantaría seguir afianzando esos lazos con los medios de comunicación para informar sobre recursos y ayudas disponibles&#8221;, indicó.</p>
<p style="text-align: justify;">A largo plazo, Huertas quisiera <strong>retomar el camino del periodismo</strong> &#8220;de alguna u otra manera&#8221;.</p>
<p style="text-align: justify;">&#8220;Desde mi experiencia en el gobierno me he dado cuenta sobre la importancia de <strong>educar e informar a la comunidad sobre temas cívicos</strong>, de participación ciudadana, del medio ambiente y movilidad&#8221;. Sin embargo, su anhelo más grande tiene que ver con su tierra natal.</p>
<h4><strong>No olvida su origen</strong></h4>
<p style="text-align: justify;">Huertas tiene presente siempre a su amada Colombia, ya sea a través del contacto con su familia, a partir de las noticias o desde los recuerdos. Por ello, su aspiración mayor es retribuirle a su país todo lo que le ha dado y aportar a su país lo que ha aprendido en suelo estadounidense.</p>
<p style="text-align: justify;">&#8220;En la Administración de Kenney hay un pilar muy fuerte que es la equidad y la transparencia gubernamental. Si pudiera contribuir en el ámbito de comunicaciones en alguna ONG, medio de comunicación, o incluso en el gobierno de Colombia o Bogotá, sería un sueño hecho realidad&#8221;.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">A young woman is the deputy director of communications for the office of Philadelphia Mayor Jim Kenney. Joy Huertas, a 29-year-old woman from <strong>Bogota, Colombia</strong>, came to the United States 12 years ago to improve her English and has taken advantage of every opportunity since her arrival on North American soil.</p>
<p style="text-align: justify;">Huertas shared with <strong>El Sol Latino</strong> details of her life and her stance in the US, among other stuff.</p>
<p style="text-align: justify;">&#8220;Joy is a leading woman, with a heart (oriented) to serve, to help people. Someone who understands the trajectory of the immigrant, the Latino, the Hispanic in the US&#8221;, she described herself.</p>
<p style="text-align: justify;">Huertas originally came to the US to study English. Her plan was to return to Bogotá after a few months. However, destiny had other plans. &#8220;While in Colombia I found out that <strong>I was awarded me with a scholarship</strong> to study in the United States and do an undergraduate degree.&#8221;</p>
<h4 style="text-align: justify;"><strong>A miracle</strong></h4>
<p style="text-align: justify;">The magic of Huertas&#8217; scholarship is that she was not the one who applied directly. She obtained a scholarship to study journalism (focused on television) at <a href="https://liberty.edu" target="_blank" rel="noopener">Liberty University</a> thanks to the efforts of her English teacher months ago.</p>
<p style="text-align: justify;">“She had already asked me if she wanted me to stay. I told him yes, obviously. It was like the American dream for me,” she said. “During the time I was in Colombia she spoke, and at that time they gave her a scholarship. They wanted to bring more <strong>international students</strong> and gave a scholarship to one person per country”.</p>
<p style="text-align: justify;">She was fortunate that <strong>there was no one from Colombia in the program</strong> and they offered her a scholarship that even allowed her to work.</p>
<p style="text-align: justify;">After studying, teaching how to give oral presentations and obtaining a master&#8217;s degree (also from Liberty University), Joy Huertas joined <a href="https://esperanza.us" target="_blank" rel="noopener">Esperanza</a>, an organization that has been in charge of empowering the inhabitants of <strong>Hunting Park</strong> (north of Philly) to lift themselves <strong>out of poverty</strong> through programs that cultivate <strong>self-confidence, determination, and knowledge</strong>.</p>

<p style="text-align: justify;">Her role at Esperanza was <strong>marketing associate</strong>. She managed social networks, videos, photography and communications in general.</p>
<p style="text-align: justify;">“On one occasion they did a super big event in Washington with faith leaders from all over the country. They brought both Republican and Democratic politicians like <strong>Nancy Pelosi</strong>, <strong>the speaker (Paul) Ryan</strong>, (then VP)<strong> Mike Pence</strong>. All the marketing communications from the event fell on me,&#8221; she said. &#8220;Then they promoted me to manager.&#8221;</p>
<p style="text-align: justify;">After Esperanza, Huertas was given the opportunity to work in the <strong>City of Philadelphia</strong> under the administration of Jim Kenney. Of course, with a “very small” aggravating circumstance: <strong>the COVID-19 pandemic</strong>.</p>
<p style="text-align: justify;">Joy Huertas joined the Mayor&#8217;s team as communications manager for mobility, and the most important initiative in her charge was Vision Zero. &#8220;It was very cool to do communications for <strong>Vision Zero</strong> and it is still part of my portfolio to be able to communicate to people the importance of slowing down, of driving carefully, these types of measures that are super important,&#8221; said the young woman from Bogota.</p>

<h4 style="text-align: justify;"><strong>The change to deputy director of communications</strong></h4>
<p style="text-align: justify;">During the pandemic, something that press team from the office of the Mayor of Philadelphia noticed was that there were few people in the city who spoke Spanish.</p>
<p style="text-align: justify;">“The press team, of which I am now a part, connected with me to help them translate, and this was a time when only essential workers could work,” he explained.</p>
<p style="text-align: justify;">During that time, Huertas got to know the team and a vacancy opened in October. “The first person they thought of applying for was me and it was a very competitive process,” Huertas said. “As much as I studied in the US <strong>I didn&#8217;t go to Harvard</strong>, <strong>I didn&#8217;t go to Penn University</strong>, so one goes with great humility. But I did feel that it was the position for me, that I could perform well”.</p>
<p style="text-align: justify;">Finally, Joy Huertas confessed to <strong>El Sol Latino</strong> that she felt a great responsibility to represent the Hispanic community and Latin American women with dignity. However, it is a commitment that she assumes with pride and with her head held high.</p>
<p style="text-align: justify;">“I feel that I have the<strong> responsibility</strong> to stand up for <strong>Colombians</strong>, for <strong>Latin women</strong>. It&#8217;s important to me.&#8221;</p>
<h4><strong>Huertas outside work</strong></h4>
<p style="text-align: justify;">Joy Huertas is a woman of contrasts: a very social girl with introverted moments, according to her own vision. She loves exploring Philly and the world, as well as reading, spending time with her friends, and going to concerts as long as her job allows it.</p>
<p style="text-align: justify;">During the pandemic Joy was encouraged to play sports, but there was one in particular that caught her. &#8220;I started running and I really liked it,&#8221; she confessed to <strong>El Sol Latino</strong>. “I am aware that I need to recharge my batteries because the job at the mayor&#8217;s office is very demanding. I love to watch a good movie and read a book,  I read about five novels in a year.”</p>
<h4 style="text-align: justify;"><strong>The future for Joy Huertas</strong></h4>
<p style="text-align: justify;">The young woman from Bogota aspires to continue facilitating access to the Hispanic media for information and services from the Mayor&#8217;s office. “I see myself as a bridge between the Administration and Hispanic residents, and I would love to continue strengthening those ties with the media to report on available resources and help,” she said.</p>
<p style="text-align: justify;">In the long term, Huertas would like to <strong>resume the path of journalism</strong> &#8220;in one way or another.&#8221;</p>
<p style="text-align: justify;">&#8220;From my experience in government I have realized the importance of educating and informing the community on civic issues, citizen participation, the environment and mobility.&#8221; However, her greatest desire has to do with<strong> her homeland</strong>.</p>
<h4 style="text-align: justify;"><strong>Doesn&#8217;t forget her origins</strong></h4>
<p style="text-align: justify;">Huertas always has <strong>Colombia</strong> in mind, through contact with her family, from the news or her memories. For this reason, her greatest aspiration is to give back her country everything it has given her and contribute to her country what she has learned on American soil.</p>
<p style="text-align: justify;">“In the Kenney Administration there is a very strong pillar that is <strong>fairness and government transparency</strong>. If I could contribute in the field of communications in an NGO, media outlet, or even in the government of Colombia or Bogotá, it would be a dream come true”.</p>

										<content:encoded><![CDATA[<p><strong>The City of Philadelphia on Thursday released vaccination rates for its employees, divided by department. The data were compiled through a combination of records submitted by employees along with other vaccine records maintained by the Health Department.</strong></p>
<p>The rates only include workers who received their doses in Philadelphia.</p>
<p>According to WHYY, the most vaccinated city department is the Law Department, where 91% to 100% of workers are vaccinated. <strong>Also among the departments with the highest vaccination rates were the Free Library of Philadelphia, the Mayor’s Office, Innovation and Technology, and the Department of Public Health, all ranging from 81 to 90% vaccinated as of Thursday.</strong></p>
<p><strong>The least vaccinated department was the Streets Department, where just 41% to 50% of workers are vaccinated.</strong></p>
<p>Between 51 and 60% of employees are vaccinated in both the Philadelphia police and fire departments. That range represents a jump from just over a week ago when the mayor’s office reported that only 13% of police officers were vaccinated.</p>

<p>Health Department spokesman James Garrow said the reported percentages were for the number of people in those departments who submitted proof of vaccination to the city’s human resources system. This percentage is based on actual records maintained by the city and does not rely on workers reporting their vaccination rates.</p>
<p><strong>The current Philadelphia mandate requires any city employee who is not vaccinated to double mask at all times.</strong></p>
<h4><strong>Great progress</strong></h4>
<p>“Our goal is [to] make sure that everyone in the city, employees and otherwise, gets vaccinated,” said Acting Health Commissioner Dr. Cheryl Bettigole in a statement. “While we’re making great progress on that, there’s still plenty of work to do.”</p>
<p><strong>Bettigole added that to help encourage city employees to get vaccinated, the Health Department will continue to provide educational resources regarding vaccine safety and effectiveness.</strong> As for all Philadelphians, to place vaccine clinics in the areas of the city with the lowest vaccination rates. Non-uniformed employees also get four hours of time off if they upload their vaccination status to the city’s system.</p>

										<content:encoded><![CDATA[<p><strong>After being partially closed for more than a year, the City of Philadelphia has announced that Martin Luther King Drive will be reopened to vehicular traffic. Mayor Jim Kenney&#8217;s office announced Tuesday vehicle traffic will return starting at 5 p.m. on Wednesday, August 4.</strong></p>
<p>According to the City of Philladelphia website, the reopening is based on consultation with City Council and the successful completion of various infrastructure projects including improvements to the recreational trail, paving, and upgrades to lighting.</p>
<p><strong>The City stated that the closure of MLK Drive allowed the City to address requests for recreational space during the height of the pandemic and at the same time facilitated the completion of a number of needed infrastructure projects such as the trail.</strong></p>

<p>The works include a $1.4 million dollar project to completely reconstruct, rehabilitate and widen the recreational trail, including upgrades to drainage, signage, ADA ramps and line striping, which was proposed before the pandemic and will provide a far safer experience for walkers, joggers and cyclists to continue enjoying the riverbank regardless of traffic on the Drive.</p>
<h4><strong>Recreational use</strong></h4>
<p><strong>The City said MLK Drive will continue to be closed for weekend recreational use and city holidays from Falls Bridge to Eakins Oval starting on Saturday, August 7 at 6 a.m. through the end of October.</strong></p>
<p>City officials said they are also looking at ways to extend these closures beyond this pattern and it is committed to provide training and orientation of partner agencies to support the extension of the closure through to Spring 2022 and to pilot options which include continuous and holiday closures starting in September.</p>
<p>They also aim to evaluate the longer-term sustainable options which may involve procurement of additional equipment and or services over the next six months.</p>

<p>According to the City of Philadelphia official website, city residents use almost 1 billion plastic bags each year, which litter streets, waterways, and commercial corridors. Plastic bags account for over 10,000 hours of lost staff time and pose a danger to workers at recycling facilities because they get caught in the equipment. Banning plastic bags will make our city cleaner, reduce waste and save money.</p>

<p>The legislation prohibits commercial businesses from providing on-site or with a delivery:</p>
<ul>
<li><strong>All single-use plastic bags</strong>. This includes all those created through a “blown film extrusion” process or bags that are less than 2.25 mils thick. (The blown film extrusion process is the primary way that all plastic bags that use plastic film are created, regardless of the thickness of the plastic. Therefore, this legislation bans ALL bags we commonly refer to as single-use plastic bags, no matter their thickness.)</li>
<li><strong>Bags made from PLA (polylactic acid) created through a blown film extrusion process.</strong></li>
<li><strong>Any paper bag that does not contain at least 40 percent recycled content and does not meet the labeling criteria set in the legislation.</strong></li>
</ul>
<p>Retail establishments will still be permitted to provide:</p>
<h4><strong>Reusable bags:</strong></h4>
<ul>
<li>Made of nylon, cotton, cloth, polyester, or another machine washable fabric that are specifically designed and manufactured for multiple reuses.</li>
<li>Reusable plastic bags that are not created through blown film extrusion, are more than 2.25 mils thick and are specifically designed and manufactured for multiple reuses.</li>
</ul>
<h4><strong>Paper bags that:</strong></h4>
<ul>
<li>Contain a minimum of 40 percent post-consumer recycled content</li>
<li>Contain no old-growth fiber</li>
<li>Display the word “Recyclable” or “Recycled Content” in a highly visible manner and are labeled with the name of the manufacturer and the percentage of post-consumer recycled content of the bag in an easy-to-read font size.</li>
</ul>
<h4><strong>Which businesses are affected?</strong></h4>
<p>The ban will affect all retail establishments of all sizes in <strong>Philadelphia that make bags available for carryout items (such as food, clothing, home goods, etc.) and/or for delivery.</strong> These businesses include establishments, indoor or outdoor, where food or other products are offered to the public for sale, including supermarkets, convenience stores, shops, service stations, department stores, clothing stores, restaurants, food trucks, farmers’ markets, and delivery services.</p>

<p>Beginning August 1, 2021, and for at least six months thereafter, retail establishments are required to post signage at all points of sale informing customers that single-use plastic bags and non-compliant paper bags will no longer be provided by the establishment. The City has developed signage in multiple languages available for download at <a href="https://www.phila.gov/programs/plastic-bag-ban/" target="_blank" rel="noopener">phila.gov/plastic-bag-ban</a> and will be distributing it to businesses for this purpose.</p>

										<content:encoded><![CDATA[<p><strong>The vaccination program launched by the City and the Children´s Hospital of Philadelphia (CHOP) is underway. According to NBC Philadelphia, as of Wednesday 23, more than 1,000 teachers had received their first coronavirus vaccination.</strong></p>
<p>Philadelphia Health Commissioner Dr. Thomas Farley said as many as 9,000 doses a week could be set aside for teachers. “We are committing to as many doses as CHOP needs to vaccinate our teachers,” he said.</p>
<p><strong>Children&#8217;s Hospital of Philadelphia started its vaccination program at one of its seven sites on Monday. Six more clinics will be set up at schools in the coming weeks.</strong></p>
<p>&#8220;Our goal is to complete the two-dose vaccination series for all student-facing personnel in the city within 6 weeks,&#8221; Dr. Ron Keren, CHOP&#8217;s chief medical officer, told reporters in a news conference.</p>
<p><strong>The doses are available to educators in the Archdiocese of Philadelphia&#8217;s schools, charter schools, and Independence Mission Schools, along with public educators.</strong> CHOP is focusing on vaccinating staff who are already working in buildings first.</p>

										<content:encoded><![CDATA[<p><strong>City officials and SEPTA released Monday a new transit plan for improving public transportation. The long-term ambitious plan, called <a href="https://www.phila.gov/documents/philadelphia-transit-plan/" target="_blank" rel="noopener">Philadelphia Transit Plan, a vision for 2045</a> is focused in three main action lines.</strong></p>
<p>As stated by the official website of the City of Philadelphia, the project will develop a policy platform to make transit more comfortable while developing a solid investment in bus infrastructure and transit infrastructure that will prepare the region to meet the challenges of the 21st century.</p>
<p>According to a Brian X McCrone report for NBC Philadelphia, two of the plan outstanding aspects are a major SEPTA bus network redesign and the beginning of a study into &#8220;every 15 minutes&#8221; trains along the Regional Rail system, officials said.</p>
<p><strong>The bus network redesign is a short-term project while the Regional Rail expansion of service is planned to enhance mass transit in the future.</strong></p>

<p>Deputy Managing Director for Infrastructure and Transportation Michael Carroll said the new transit plan should be viewed &#8220;as a menu&#8221; that includes things that must be done and things that are aspirational in the years to come. <strong>&#8220;We’re planning for decades to come,&#8221; Carroll said. &#8220;In some ways we’re playing catchup with other cities which already have transit plans.&#8221;</strong></p>
<p>He added that he sees mass transit in the future &#8220;as a mesh&#8221; over the city that gives every resident more options to &#8220;leave their car behind.&#8221;</p>
<h4><strong>Easy transfers</strong></h4>
<p><strong>SEPTA General Manager Leslie Richards said the improvement of the bus network aims to deliver a more efficient service and improve reliability. The new transit plan will include how to best give riders easy transfers between buses where needed as well as faster ride times.</strong></p>
<p>Expansion of SEPTA, like the Norristown High-Speed Line into the King of Prussia mall proximity, is also still a top priority, but remains years away, Richard said.</p>
<p>The $2 billion project still has much design work to go, but Richards said SEPTA is getting closer to reaching a point where the transit agency can ask the federal government to dedicate as much as 50% of the funding. That could eventually mean receiving as much as $1 billion the Federal Transportation Administration and the U.S. Department of Transportation.</p>

										<content:encoded><![CDATA[<p><strong>The City has set up a new tool that permits vendors to submit invoices for City contracts electronically. The portal is the result of the collaboration between the Office of the Chief Administrative Officer, the Office of the Director of Finance, and the Optimize Procurement Accounting &amp; Logistics (OPAL) project.</strong></p>
<p>As stated by the City of Philadelphia official website the portal offers a centralized digital invoice submission tool. The vendor invoice portal goal is to optimize the invoice submission process which will allow the City to reduce the time it takes to pay vendors.</p>
<p>The whole process is simple and easy to use and it takes just four quick steps for vendors to submit immediately invoices to City departments. The new invoice portal is available on the <a href="https://vendor-payments.phila.gov/login">City’s Vendor Payments website.</a></p>
<p><strong>These are the steps to submit an invoice:</strong></p>
<ul>
<li>Select the invoice type and provide the contract number (if applicable)</li>
<li>Select the department and unit that the invoice should go to</li>
<li>Upload the invoice, invoice checklist, and supporting documents</li>
<li>Click the submit button</li>
</ul>
<h4><strong>Vendor payment account</strong></h4>
<p>The City encourages existing vendors to use this new portal to submit all their invoices. All existing City vendors who have received at least one payment from the City can create a Vendor Payments account. New City vendors will need a previous payment from the City to create an account on the site. Vendors can then directly submit invoices and other documentation to their department contacts.
